How to Get Utility and Rental Assistance in West Texas
If you live in Gaines, Yoakum, Andrews, Terry, or Dawson County and are struggling to keep the lights on or pay your rent, several programs can help. This guide walks you through eligibility, what to gather, and how to apply.
1. Apply for utility assistance (CEAP / LIHEAP)
The Comprehensive Energy Assistance Program (CEAP) helps low-income Texans pay their electric, gas, or propane bills. In our region the program is administered by South Plains Community Action Association and Permian Basin Community Centers. Most households under 150% of the federal poverty level qualify.
- Most recent utility bill (or disconnect notice)
- Photo ID for the head of household
- Social Security cards for everyone in the household
- Proof of income for the last 30 days
- Proof of residence in the service area
2. Apply for rental assistance
Workforce Solutions South Plains and the Texas Department of Housing and Community Affairs both run rental assistance programs for households facing eviction or housing instability. Local churches and the Salvation Army also keep small emergency funds for rent and deposits.
- Copy of your lease or rental agreement
- Eviction notice or past-due rent statement, if any
- Photo ID and proof of income
- Names and birthdates for everyone in the household
3. Ask about emergency one-time help
If you are facing a same-day shutoff or eviction, call 2-1-1 Texas and ask for emergency utility or rental assistance in your county. Local mutual aid groups, including Blue Skies, can sometimes cover a portion of the bill when state funds run out.
4. Get free help applying
Paperwork is the biggest barrier most families hit. Request help and a Blue Skies specialist will sit with you to fill out applications, gather documents, and follow up with the agencies.
